Title: System Analyst 3 Core

Client: Texas Department of State Health Services (DSHS).
The Department of Information Resources (DIR) requires the services of one System Analyst, hereafter referred to as Worker(s), who meets the general qualifications of ITSAC System Analyst 3 Category, Core Technology Type and the specifications outlined in this document for the Texas Department of State Health Services (DSHS).
All work products resulting from the project shall be considered "works made for hire" and are the property of the DSHS. DSHS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. DSHS will pay no fees for interviews or discussions, which occur during the process of selecting a Worker(s).
This request is to add a System Analyst as a resource to support the Client Assignment and Registration (CARE) Retirement project. CARE is a mainframe application managed by the Health and Human Services Commission (HHSC) for use by the state hospitals and networks of local mental health authority (LMHA) service providers. The CARE Retirement project will plan the migration of the remaining application functionality and data from the CARE system to the Clinical Management for Behavioral Health Services (CMBHS) application and/or other information system that comply with conditions and standards of the Centers for Medicare & Medicaid Services (CMS) Medicaid Information Technology Architecture (MITA).
This position participates in a highly complex Information Technology (IT) systems analysis of the CARE system and programs for state hospitals, community mental health centers and the NorthSTAR provider network throughout the DSHS Mental Health and Substance Abuse (MHSA) division. The resources will assist in the creation and delivery of business requirements documents.
The System Analyst shall perform activities that include, but are not limited to, the following:
Review, analyze, and evaluate information systems and user needs..
Analyze and debug complex M204 User Language programs and database.
Analyze systems applications and document the Functional Requirements.
Work with IT and business project teams to propose solutions. Participate in meetings and briefings.
Perform analysis to improve the collection, measurement, and reporting of data for clients who receive behavioral health services.
Prepare solution options, identify risk, and assist Business Analysts in developing detailed descriptions of user needs and program functions as business requirements documents.
Knowledge of principles and techniques of software, systems, quality assurance and control.
Skill in analyzing and evaluating complex IT programs, and in technical problem solving.
Skill in coordinating and communicating with a wide range of staff, programs, departments, officials, agencies and the public.
Ability to analyze and interpret technical information including IBM JCL, M204 code, abstract syntax trees, business rules, application logic, system documentation and specifications.
Experience with business rules and requirements.
Knowledge of relational databases, data warehouses and reporting systems.
Knowledge of best practices in requirements analysis and how they relate to enterprise organizations.
Knowledge of Systems Development Life Cycle (SDLC), Agile methodologies, development of user stories and use cases.
Reports to a project manager; Works under general supervision; Provides knowledge transfer to the rest of the team for solutions.
Relies on experience and judgment to plan and accomplish goals; independently performs a variety of complicated tasks; a wide degree of creativity and latitude is expected.
Four years of experience with Model 204 programming language.
Knowledge of healthcare information systems.
Four years of experience with application modernization projects.
Experience with migration of M204 mainframe systems
Local candidates are preferred

III.TERM OF SERVICE:
Services expect to start as soon as possible and are expected to be completed by August 31, 2015. Total estimated Worker hours shall not exceed 1500 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
